What usually has to be removed

What the rules say
HSE guidance treats careful removal of asbestos cement without breaking it as non-licensed work. If the material is badly damaged, or is sprayed coating, lagging or insulating board, the work is usually licensed. Householders are not directly covered by the Control of Asbestos Regulations 2012, but HSE advises strongly against doing it yourself.
Whoever does the work must plan it, keep dust down, avoid breaking material up, wrap it and send it for authorised disposal.
Waste and paperwork
Asbestos waste is hazardous waste. It has to be wrapped and labelled, carried by a registered waste carrier and taken to a site permitted to accept it, and the paperwork records where it went. It cannot go in a skip or the household bin.
